Dr. Tamara Monroe
Dr. Tamara Monroe is the Founder and Chief Executive Officer of Hope Restored Missions, a mission-driven organization delivering comprehensive stabilization services to individuals and families in crisis.
Under her leadership, the organization has evolved from a focused response to chronic homelessness into a holistic model addressing housing, workforce navigation, critical documentation, food access, and coordinated care. She has led the organization to serve nearly 3,000 individuals and families while building strategic partnerships that drive measurable outcomes and long-term stability. Her leadership foundation includes large-scale volunteer mobilization, disaster response, and continued service within the Veterans Health Administration, where she advances integrated, person-centered systems of care.
Dr. Monroe holds degrees in Accounting and Business Administration, a Master’s in Strategic Leadership, and a Doctorate in Business Administration with a concentration in Nonprofit Management, and she leads with conviction to restore dignity and strengthen communities.

Kathy Smith serves as Chief Operating Officer, Board Member, and Director of Case Management at Hope Restored Missions in Plano, Texas, where she leads operations, client services, and volunteer engagement to drive organizational impact.
A committed advocate for individuals experiencing homelessness and survivors of domestic violence, she brings a focused approach to restoring safety, dignity, and long-term stability. Her experience includes serving as a Crime Victims Advocate with the Lancaster Police Department and supporting women escaping domestic violence through the Healing Hearts Center of Ellis County. She has also contributed to community outreach as a volunteer with United MegaCare through The Potter’s House in Dallas, Texas.
With 25 years of service at the United States Postal Service, she brings discipline, leadership, and operational excellence to her work.

With a strong operational presence, she oversees critical day-to-day functions across facilities, front desk, kitchen, warehouse, and safety, ensuring consistency, accountability, and service excellence. Her leadership reflects a deep commitment to dignity-centered care, operational discipline, and the sustainable growth of programs that serve the most vulnerable.

With a focus on accountability and long-term impact, he strengthens the organization’s financial infrastructure to align with its mission, ensuring every dollar advances measurable outcomes for the individuals and families served.

As Director of Administration, Daphne Warren serves as a strategic partner to the Chief Executive Officer, leading organizational operations, administrative infrastructure, and people systems to ensure alignment with mission and growth priorities. With over 25 years of cross-sector experience in hospitality, banking, healthcare, and education, she drives operational excellence by building disciplined systems, strengthening teams, and ensuring compliance, sustainability, and scalable impact across all service areas.

M. Angela Waters is an executive leader with 32+ years dedicated to community transformation through her work in local government and nonprofit organizations.
As a key leader at Hope Restored Missions, she develops sustainable programs that provide essential advocacy and support for vulnerable populations. Her strategic approach is anchored by a strong educational background, allowing her to bridge the gap between public policy and direct community impact. She specializes in collaborative partnerships to build safer and more resilient communities.

Dexter Dumas

Dexter served his country for over 24 years in the U.S. Army.
Dumas was the Company Commander and Operation Officer at the 381 Battalion, Grand Prairie, Texas. He retired with the rank of a MAJOR and the position of a Team Chief and Training Officer. Dexter Dumas is a Certified Life Coach and the Director of Veteran Services at Hope Restored Missions.
